75/30+15 signifies that each player must complete 30 moves within 75 minutes or lose on time.

If the game is not decided after having played 30 moves then each players clock is set back and additional 15 minutes and this additional time is then used to decide the result of the game.

Either player may suggest the use of an electronic clock, if one is available.
